Dilbert is both a Scott Adams comic strip, and the eponymous protagonist of said comic strip.

Mentioning Dilbert in a room full of technically-minded folk will inevitably produce one of two responses: either the next hour will be taken up with citations of particularly witty snippets from the cynical celebration of office life that is the Dilbert comic strip, or the techies in the room will simply roll their eyes and move away from you.

As far as I can tell, Dilbert is a comic personification of either the guy who'll be first against the wall when the revolution finally comes, or a comic personification of the guy who's going to be pulling the trigger. At this point, it's difficult to tell which.
