I heard the word originated in Polari. That might be wrong though.

apparently naff was a term used by slauxesomoh (reverse not allowed to say it!) when being it was illegal for being that way inclined. the term stands for Not Available For gnikcuF (again)

I'm sure it's a swear word construct in Dutch and Afrikaans, in the form (sorry dutch mods) "Naif ouf!", as used by people as varied as Norman Stanley fletcher and HRH Princess Anne.... somewhere on Hootoo, isn't there a list of Afrikaans slang words indispensible to a visit to SA? I'm sure I read it there...
