This worked a treat in my shared house of 6 several years ago... we agreed on a list of essential items like toilet rolls, milk, tea, coffee, bread, margarine and so on -- then every month we put a tenner in a jar. Whenever someone needed to buy one of the essentials from the local grocers they just took the cash from the jar. Worked fantastically.
