Which comes first?

I once lived in Australia. We had a tea break every afternoon at work when a lady would come around with a tea cart. It was a marvelous break in a hectic day. There was one thing that there was a saying attached to and I am terribly afraid that I have forgotten which way it goes because upon returning to the states I have returned to using teabags....It was "you add tea to the water NOT water to the tea" or was it the other way around? I have disremembered it. HELP!?!

You add the water to the tea but don't use boiled water; switch the kettle off just as it's coming to the boil

There are different temps for different teas, rather like washing clothes. Boiling for most blacks and greens, just below boiling for herbals, oolongs & rooibos
